but for account links i need to have an account.id right ?
so i need to create an account first and for this i need test data like external_account,individual,company etc
No you don't need all these information when you create a Connected Account initially
Have you had a chance to walk through all the guide I shared with you ?
First you just create the Connected Account with the minimal details
and then you create an AccountLink for that connected Account.
but does this work for an account with type custom ?

This seems unexpected. You should be able to create a mostly-empty account and then create an account link for onboarding. As @left atlas indicates, an example request would be illustrative.
