Currently we're doing somewhere around $30million in volume a year using charge and transfers, and our business model's viability depends on our ability to leverage our negotiated volume discounts, hence the concern about fees

So we're intending to go to the direct charge model, using the above controller.
It seems like the most complex part of the work is keeping customer's payment methods up to date across various connected accounts, and providing reporting on payments to customers and vendors.
