I think it should be account.application.deauthorized. can you share an Account ID (acct_xxx) where you uninstalled the app but didn't receive that event?

add_action('woocommerce_api_eh_stripe_deauthorized', array($this, 'handle_stripe_deauthorization_webhook'));
to get disconnect event but not works

I have no idea what is "add_action" or "woocommerce_api".

'woocommerce_api is the commonly used api by stripe
