transactionShortReferenceId is coming from PEOPLES TRUST COMPANY, which is our banking partner that the payout was made to.

Ah, okay, yes we have the same thing for ACH Payouts, but (as you mentioned) I don't think all banks support it.
We call them Trace IDs, and you can read more about them here: https://docs.stripe.com/payouts/trace-id
So, in this instance, if we don't receive a message that contains the Payout trace ID from our banking partner, that means they omitted it or they don't support it?
Correct. You would need to ask them if they support it and, if they do, how you can get it from them.
