Hello there
Yep this is possible -- you would build some of it on your end like the two parties confirming the work is done. But you would use Stripe Connect to do this: https://docs.stripe.com/connect
I'd recommend reading through those docs to get a sense of how Connect works and then come back with any specific questions you have.

One more thing—I’d also like to add an extra step where, even after both parties (A and B) confirm the work is completed and someone requests a withdrawal, I, as the platform administrator, have to manually approve the payout before it is processed.
Would this be possible with Stripe Connect? If so, what would be the best way to implement it?
Yeah you are going to control Transferring funds to the Connected Account from your Platform so you can do that check before you initiate the Transfer.
