Hi there 👋 minimum payout balance is currently a dashboard only feature. There is no way to set it via the API.
I'll file feedback with out teams indicating that you'd be interested in being able to control that setting via the API in the future. I also encourage you to use the email field near the bottom of that page to express your interest in being able to set minimum balances for connected accounts.

But I can set this value in my Custom Connect account

Hm, I'm not seeing that in my test account, so it's possible you've already gotten access to a preview feature that I'm not aware of.
Can you share a screenshot of where you're able to adjust those settings?

Gotcha, now I'm able to see the same thing you are. My suspicion is that is a bug. Express and Custom Connected Accounts don't have access to the Stripe dashboard, so they don't have access to those settings.
I'll flag this to the appropriate team to be reviewed so they can determine how to handle this.

Let me ask you another thing.
Is that possible to define a max amount for negative balance in a connected account?
For example, connected account A i just wanna allow to go negative until 1K but connected account B can go negative 3K
Not that I'm aware of, but my teammates and I in here aren't as familiar with Connect Reserves. So it may be worth double checking that with our Support team, who I suspect will be more familiar with that feature than we are (since it can't be interacted with via our API, which we specialize in helping with)
