I don't believe you can create a connected account without a country. If you don't pass one then we'll default to the platform country - https://docs.stripe.com/api/accounts/create#create_account-country

I believe this is because there are country specific limitations with Stripe Connect

why dont' just stripe hide non-avaliable countries in the onboarding then?
