No there is no such option, here are all the available options for creating a PaymentElement

Hm... so there is no way to restrict the user to using only domestic cards?
There is a way, but not via Elements
For example, you can use ConfirmationToken
To collect the PaymentMethod, inspect it and then decide to proceed and confirm the PaymentIntent or no:

So, the user will still see all available countries in the Payment Element. Only after the user selects a card from a restricted country can I block adding it or prevent confirming the PaymentIntent. Is that correct?"
