Hi there! That's a broad range of scenarios. You can create one-off Invoices as well as Subscriptions in the dashboard, but integrating with Stripe's APIs will ultimately yield the most control and ability to get the behavior you want
All of those things are possible in Stripe, but there isn't a single product that will cover all that ground.
