In this case since Stripe is responsible for handling collecting requirements here the Connected Account user would need to update their necessary data.

Their Dashboard would indicate what needs to collected/fixed.

For you as the platform, since payouts_enabled: false you should direct them to their Dashboard to complete whatever needs completed.

You have only limited access into their account here since it is expected they interact with Stripe directly for requirements.
