When you open the Checkout Session you are seeing INR or USD ?

From an Indian IP

if I don't use the default_tax_rate I see INR

but when I use the default_tax_rate with the tax_id for indian GST of 18% it for some reason always shows up in USD

Price localisation doesn't work with tax rates

That's expected

If you want to have price localisation, you should automatic tax
