Actually We are using IBM ACE for verifying the signature and have not used the spark framework or any other API in our code. The above code uses the Spark Framework and some API

Yeah not sure what that is or how it works. But the issue is likely that your code/framework is malforming the request object somehow. constructEvent expects a raw request payload: https://docs.stripe.com/webhooks/signature#retrieve-the-raw-request-body
Maybe there's a way to get the raw request object in your framework. Perhaps this helps: https://github.com/ob-stripe/example-stripe-java8-webhook/blob/master/src/main/java/com/stripe/ExampleStripeJava8Webhook.java
