My thoughts: is there some sort of restriction here whereby only accounts on the Standard pricing can use the feature (and IC+ are ineligible?)?

Or is it still in preview for UK as well as Germany?

OH sorry this is still in Private Preview. https://docs.stripe.com/payments/pay-by-bank#enable-pay-by-bank-for-connected-accounts-that-use-the-stripe-dashboard

So you would need to be invited into the Preview program to even see the switches to flip to turn it on

Right, okay - it at least explains why I'm not seeing it 🙂

If I put my email in the big "Interested in getting early access to Pay by Bank in Germany?" box will it go to the same team that just deals with this feature in general?

I think so. They would still be the team that is best positioned to help you with getting this feature enabled for your account.
