is using the transfers api instead of the charges api a viable replacement solution or not ?
can we use it https://docs.stripe.com/connect/account-debits#transferring-from-a-connected-account as a drop in replacement
instead of the https://docs.stripe.com/connect/account-debits#charging-a-connected-account ?
do they behave the same (ex: can the connected account go into negative balance while holding a reserve from the platform like before ?)

No, this is not an issue with how you're using the API. As I explained, this is an account issue and we cannot help resolve it here
