Discounts are created from either Promotion Codes or Coupon objects. Promotion Codes are created from Coupon objects: https://docs.stripe.com/api/coupons.
Unfortunately there is not a way to enforce rounding currently. I can make a request for this feature but I cannot guarantee if/when it would get accepted.

Okay I filed that feedback, since it seems reasonable to me. I think you should be able to specify a direction ('up' or 'down') and an amount (e.g. '100' for nearest dollar, '500' for nearest $5)
