You don't need to provide payment_method when you create the PaymentIntent, if you want to use Payment Element.

Oh, this is only applicable to EU/EEA, but I see your Stripe account is in the US: https://docs.stripe.com/co-badged-cards-compliance?type=mobile-elements

So you won't be able to see it.
