Okay cool, customer portal session. And what do you mean by "system country"? Could you share a session ID for each scenario? One where Google Pay showed up and one where it didn't?

However I have just discovered that I see Google Pay when using Google Chrome while logged in to my Google account, that I have Google Pay connected to. So I guess that might be it

Yes, each browser needs to be configured to accept google pay (which means being signed in to an account that has cards linked through Google Pay). Otherwise we cannot display the button.
