You aer testing using this PaymentMethod 4000002760003184 which will always requires 3DS
You can make an other test using this test card 4000002500003155 and you won't get 3DS unless authenticated already
But in live mode, keep in mind that bank issuers can request 3DS at any time regardless if you set the payment method for off_session. It's true that it reduces the frequency but that doesn't mean that the bank issuer will never request a 3DS auth.
