Who are you using as your DNS? Did you check with them to see if they're having intermittent issues today?
Godaddy VPS server
I know GoDaddy is a hosting service, but do they host their own DNS as well? If so, I'm pretty sure they're the ones to be speaking to about this.

Does GoDaddy host the DNS being used by their hosting service though?
For instance, when people have problems resolving hostnames (for Terminal, so probably not applicable here, but I think it helps me convey what I'm trying to) when using the DNS provided by the manufacturer of their router, we recommend they swap to using a DNS provided by Google or Cloudflare:

If the DNS you're using is having trouble resolving our hostnames, I think you need to speak with the owner/maintainer of that DNS. I don't know whether that is GoDaddy in this case, or if they use a DNS provided by someone else.

Hi! Youre talking about inbound DNS for visitors to your site; in this case, the issue is with the DNS lookup server that the VPS is using to figure out what IP address(es) api.stripe.com represents. And it sounds like that particular DNS lookup functionality might be not working properly.
changing network adapter settings to google public DNS should resolve the issue ?
It ceertainly might - and is definitely worth a try! - but ultimately this is a network connectivity issue between GoDaddy's VPSs and Stripe's API servers which we can't really do much to help diagnose.
