Those are the accounts - all 4 of them say 'restricted' but all 4 of them have had the same as the above

x3 of them occurred last night and x1 of them occurred this morning

Hrmm yeah it looks like this 2FA attempt got rate limited for some reason, but I'm not seeing anything definitive yet for why.
Did any of these users try again later?
Is it happening every time?
Ok thanks! Yes one of them tried again 1 hour later and the same thing happened again

Okay the issue is getting escalated internally for a priority fix as it appears to be an issue with some specific rate limiting controls for GB numbers being too broad and catching good actors alongside the bad actors.
I can't give you a specific timeline but it should be fixed quite soon. The best thing to do at this point is to write into our Support team via https://support.stripe.com/contact/login and they can keep you updated on this issue and when it is resolved.
