The first Dispute is still on the state before a formal Dispute
You may be able to prevent a formal dispute by responding to this inquiry, or, if you agree with the account owner’s claim, you can refund the payment.
So if you respond the inquiry, you may be able to prevent it becoming the "formal" dispute, where you can submit evidence as normal
