Currently this is not possible, you can only upgrade your default to the latest API version. You can write in to support to request a different specific version for upgrading.
However, it is not necessary if you ultimate goal ais a webhook endpoint with a specific version. That can be achieved via the API using api_version for any valid Stripe API version.
