Like i said i was going to ban users after a few payment_failed, but would like to know if this would accidentally ban people for outages/incorrect card info/etc

Are you saying devs do not keep track of payments failed? It is not mentioned there
You can listen to payment_intent.payment_failed to montior payment failures. But I'm not sure whether it's a good idea to ban customers because the their payments were failed for a number of times.
