That looks like a standard decline from the issuing bank -- your customer would have to reach out to the issuer for more information.

The client told me that he spoke to the MIFEL bank and that he does not have any type of blockage.

We just relay the response from the bank, so we really don't have any further control here. That said this isn't a question about the API so I also am not an expert here and can't help you any further.
