You are using Card Element here or Payment Element?
Overall, I think this language is still technically correct -- it is indicating that you have collected the customer's card details and you can charge them again without them entering card details or necessarily confirming those details. The concept of "on_session" really relates to whether your customer will be present to handle next actions or not if required.
I see. So, there's no way I can control that added verbiage to differentiate these cases for the user?

If you are using Payment Element then you can disable the terms from being shown via https://docs.stripe.com/js/elements_object/create_payment_element#payment_element_create-options-terms-card and then show your own custom terms language instead.
