In test mode, is Stripe Test Bank not available for instant payouts?
I have had to add that as an external account to my connect account for triggering payouts
In production we should be moving to fifth third bank which should be supported from what I can see

You can always check available_payout_methods on the account in question to see if it supports instant or not.
