You can't use Checkout to update an existing subscription
You can either use the portal to facilitate customers to self-serve upgrades, or you build your own UI and use the API directly to update the subscription

i have 3 recurring plan
i set when user sign up in my application create an intial subscripton with free plan,
then when user choose a plan and checkout for this plan, i wanna to update existing subscription item, then again when user upgrade with new plan, this time maintain proration, and create checkout with adjust bill

Yeah as explained you can't update an existing subscription with Checkout. Use the portal instead to allow customers to upgrade/downgrade: https://docs.stripe.com/customer-management
