Typically an account requires an external account for payouts. I your account doesn't have it. Can you add an external account and try a normal payout first?

Yes, you can add it from the dashboard.

Are you able to try a normal payout to your bank account? With just amount and currency.

In this case, I'd recommend writing to Support https://support.stripe.com/contact with the description of your issue. It will allow out team to take a deeper look at the issue.
