I'd expect the 1-click checkout there to not be there. My client specifically does not want any Link things in the payment method setup.

Neither, it's a setup intent for general future payments

hum... I'm not sure then. I recommend asking Stripe support directly about this: https://support.stripe.com/contact
Make sure to include your account ID, and a SetupIntent ID that had this issue.
