sorry for the delay. it looks like Stripe is running an experiment where we trigger 3DS for 4242 cards in some rare cases. I'm guessing if you try again it should work as expected.
but this is not a great experience, I'll flag that to the team working on this. sorry about this!

no idea when/if it will be fixed, but the teams have been notified.

note that in a live evironement, you could get a decline due to 3DS since it depends on the bank. so my recommendation would be to handle this edge case.
