I don't understand your question. What is your expected behavior during your testing, and what would you like to achieve?

I'd like to be able to easily reproduce a Connect account being restricted by Stripe because it needs to provide additional information
And then I'd like to be able to simulate the Connect account providing the necessary documents and being unrestricted

What type of connected account are you using? Standard, Express, Custom or use controller properties?

For Express connected account, the onboarding information should be submitted in the hosted onboarding. You can use the test data here https://docs.stripe.com/connect/testing for the information that fails verification, so that the account will be restricted. You can then submit the verified documents again
