I don't believe there's a way to set billing threshold using Checkout Sessions today. I don't see it under subscription_data parameter here which what lets you configure subscriptions (when using Checkout) https://docs.stripe.com/api/checkout/sessions/create#create_checkout_session-subscription_data

Actually, would we be able to catch the subscription_created event in our websocket server and update the subscription with a billing threshold then? Or is that not an update-able field? I know we can change the threshold with an update but not sure about adding it entirely
I see we have a public preview here - https://docs.stripe.com/billing/subscriptions/usage-based/alerts-and-thresholds which lets you update the subscription to add a threshold

I'd suggest you give it a try in test mode to see if this works
I haven't tried it myself but looks like a potential workaround
