That tool is used to help customers manage their subscriptions.
But the tax rates would be set on the subscription items themselves
So I'm not sure I follow your question.
We do allow you to configure the portal to let Customers update their tax IDs
Can you describe what tax rates you want to apply?

I don't know if this helps, but i created this two tax-rates rules, basically what i was asking is if i could use them directly on the products used on billing portal

Do you mean that your customers are selecting one or more products and you want these tax rates to be applied?

Yes, when they are buying one of my products i would like to apply those tax_rates

In that case, you need to set the tax rate on the Product https://docs.stripe.com/api/products/update#update_product-tax_code
You cannot selectively apply the tax rate through the Customer Portal
