If you're the platform, you can disable automatic payout in your Dashboard and manual payout yourself. Here's the guide: https://docs.stripe.com/payouts#manual-payouts

if I disable the payouts from dashboard, and if I want to payout to my account, can this done only through API or any way to do this from dashboard?
