This can be done by creating a separate billing portal configuration with subscription update disabled using features.subscription_update.enabled: https://docs.stripe.com/api/customer_portal/configurations/create#create_portal_configuration-features-subscription_update-enabled

Then set the newly created billing portal configuration in the portal session creation: https://docs.stripe.com/api/customer_portal/sessions/create#create_portal_session-configuration

You only need to create one billing portal configuration for the scenario that you do not allow downgrading the subscription for a specific customer
