I think this is expected, see: https://docs.stripe.com/api/subscriptions/list#list_subscriptions-test_clock
Filter for subscriptions that are associated with the specified test clock. The response will not include subscriptions with test clocks if this and the customer parameter is not set.
You need to pass test_clock ID along with customer to get the test clock subscriptions to show up
