What would happen, if the platform account didn't have the balance to refund the application fee?
it depends on what type of connected account. this is explained here: https://docs.stripe.com/connect/account-balances#accounting-for-negative-balances

Hi, that seems to mention the connected accounts balance, but doesn't really mention the platform accounts. Is is the same scenario for platform accounts?
Were essentially seeing a lot of fund unavailable errors, but upon checking the connected balances look fine. I realize they are highly volatile.. so "looking back" on a balance isnt very scientific.. however, were seeing this a lot and every case indicates that thee connected balances should have been available. It would be unusual to be seeing it this much and not seeing any indication of a low available balance.
So were starting to look into other options, and one of them is the idea that maybe the application fee could cause this problem if the platform account balance was low.
