Hi, let me help you with this.
Payment Links create their own PaymentIntents, so it won't be this PaymentIntent.
If you actually need to complete this particular PaymentIntent, you could instead create a Checkout Session/Payment Link with mode=setup to save a PaymentMethod for future usage, and then try to use it to pay this same PaymentIntent.

is it possible to create a checkout session/payment link for an arbitrary amount from the Stripe dashboard to send to the customer?
I'm looking for a way to send a link to a client to retry a failed off-session payment while they are on-session
I understand. You need to create a new Product+Price for that with your custom amount, but it's fine to use it just this one time.
Via API, you are able to create a line item for Stripe Checkout with price_data which creates a Price with arbitrary amount on the fly: https://docs.stripe.com/api/checkout/sessions/create#create_checkout_session-line_items-price_data-unit_amount
The latter is more suitable if you're not planning to reuse the Price/Product.
