Hi there, what's the amount in EUR shown in the 3DS page?

I'm using a 100% discount code, so the amount is 0, but the currency is not USD

Ok, got it. In that case the checkout session would create a setupIntent to collect the payment method, which would result in a 0 charge on the card.

Since the card is issued in Croatia, which local currency is EUR. This is why it shows EUR 0 in the 3DS page.
