No you can't update Prices that have been used at least once
You would have to create a new Price here

You would have to update any Subscriptions you want to use the new Price
We don't have any bulk API here that would perform this update -- you would list your Subscriptions and loop over them to perform the update.
And then you would create new Subscriptions using the new Price
