The placement of the address element can be before or after the payment element. But what is your use case to collect the address only if payment exceeds a certain value?

the KYC requirement is much more stringent for amounts above 3000$

so we need to collect them only for relevant customers

When you create the payment intent you should know the amount. On that basis you can determine if you need to render the address element.
