Sorry @polar socket . I've just realised that I can actually pass a tax_rates parameter when creating a checkout session, and this seems to be working as I want it. Sorry to waste your time!

If the customer accesses the checkout page from an IP in the UK, it should be applied automatically, otherwise yes it requires the address entry to be set to replace the temporary geolocation country

If you want to use manual tax rates, that's up to you, that will force the explicit tax all the time
