You're looking for the phone number attached to the appropriate business_type, or the phone number attached to the business_profile?
I'm not sure where it is stored. I do know that if an express account dashboard link is created, that same phone number is used for a verification code to log in.
So it has to be saved somewhere!
So as a platform, you cannot retrieve this phone number if the connected account/merchant has already gone through onboarding

This value can only be retrieved by the platform for Custom accounts or accounts where controller.requirement_collection is application (if you're using the new controller properties)
