I see settings.payouts.debit_negative_balances as a way to prevent reclaiming negative balances, but is there any better practise than just checking the account balance before issuing the refund?

If you configure your Connected Account you can debit negative balances from their connected bank account
Basically, we've been encountering fraud with a few users (already handled with stripe support), but as part of that, we want to prevent these users from processing refunds
