No, the Stripe fees are only available via the API in the Balance Transaction created after the Payment Intent is processed.
For this request https://dashboard.stripe.com/test/logs/req_tOMyOt95SphKhu, it was not captured as part of the request so the charge.balance_transaction is null. This is because Balance Transactions represent movements of funds into and out of your Stripe balance. Since the funds had not been captured at this time, there had not been any change in your Stripe balance.
