As the error message suggests, you must complete additional requirements in your Dashboard in order to use BACS Debit: https://docs.stripe.com/payments/payment-methods/bacs-debit#verification-requirements

Do I need to do it on the platform account (US), or does the connected account (GB) need to do it?

I don't see anything to fill in the connected express account dashboard, it says the ID verification is provided
