Is https://js.stripe.com/v3/ inaccessible in some regions?
Possibly, but it must work in Hong Kong. Why do you think it doesn't work in your region specifically?
When I switched to Hong Kong's VPN, I found that the resources could not be downloaded
Stripe is supported in Hong Kong so the issue is elsewhere. Maybe the VPN itself is causing issues? What happens if you connect to other regions?
Singapore, Japan, the United States, Taiwan, all are OK
Is Mainland China supported?
I don't know if you can make a Stripe account in China but you should be able to load it, for sure.
Currently, the only thing I tested is Hong Kong.

I just checked and I can access Stripe Dashboard from Hong Kong via VPN.
