Hi, let me help you with this.
You will always need to provide some information to be able to accept payments/pay out funds with Stripe. Custom Connect accounts allow document upload via API, but they are still required.

For Standard/Express accounts you create an account link and send it to the user. For Custom accounts, you collect the documents via your own UI and upload it via API.
