The docs seem to say that you can only do a reverse Transfer if the Connected account's balance allows: https://docs.stripe.com/connect/separate-charges-and-transfers?platform=web&ui=stripe-hosted#reverse-transfers
Otherwise it will fail.

Hmmm. This doesn't mention transfer reversals. But if you could debit negative balances and it charging their bank account wouldn't work, whoever next is responsible - Stripe or the Platform - is based on controller.losses.payments property of the Platform.
