The receipts should be localised yes. Do you have an example that isn't?

Users can choose different languages, but I don't want to update the customer language information every time I pay.

Yeah you can't override that on a per payment basis I'm afraid. It's localised according to the preferred_locales value on the Customer object you use for the payment
